Business Cycle Affiliations in the Context of European Integration

We study affiliations for the countries of the European Economic and Monetary Union (EMU) with Germany and the US, using various business cycle measures derived from quarterly real GDP. These measures are Hodrick-Prescott and Baxter-King filtered series, together with annual and quarterly growth rates. Using rolling contemporaneous and maximum (over a short lead/lag interval) correlations, we document increasing correlations of EMU countries with Germany, with these typically being largest during the 1990s. This paper addresses public opinion on common European policies in foreign affairs and defence. It proposes three models of support for common policies in these fields. Drawing on Eurobarometer data, the analysis shows that instrumental self-interest and territorial identities contribute considerably to explaining support for common foreign affairs and defence policies. Moreover, support for common policies is strongly driven by domain-specific evaluations of the European Union's performance. Publication date: March 1, 2016 In this article, we suggest a novel conceptual framework for understanding and analysing EU politicisation. Recent studies on EU politicisation argue that the post-Maastricht era led to the politicisation of EU integration via an increasing citizens' dissatisfaction. Contrary to this account, we argue that European integration has been from the beginning linked to politicisation, but in an unusual way. To capture its uniqueness we introduce the concepts of politisation as a precondition of politicisation and of politification as a depoliticised modality of politicisation. The International Business Cycle in a Changing World: Volatility and the Propagation of Shocks

This paper examines the changing relationships between the G-7 countries through VAR models for the quarterly growth rates, estimated both over sub-periods and using a rolling data window. Six trivariate models are estimated, all of which include the US and a European (E15) aggregate. In relative terms, the conditional volatility of E15 growth has declined more since 1980 than the well-documented decline for the US. The propagation of shocks has also changed, with the volatility and propagation effects separated by applying shocks of pre-1980 magnitude to VARs estimated over various periods. Policies adopted by the governance of the EMU during the financial and Covid crises display a clear gap between the “form” and the “substance” of the institutional architecture of title VIII of the TFEU. It is submitted that this architecture is in sharp contrast with the European constitutional tradition. Furthermore, the traditional view is rejected, according to which the EU Commission and Council, as well as the ECB, are devoid of binding powers in the field of economic policy.
